Mariana Torres, who recently joined the International Finance Corporation (IFC) as Senior Investment Officer, explains the two main methods in which traffic and revenue risk are allocated between the public and private sectors in US toll road concessions.  She also describes the main considerations that States should keep in mind when considering either approach to a particular project corridor.
