Projects exist to address business problems. All too often stakeholders focus on the solution without truly understanding the problem that the solution is intended to solve. Without looking beneath symptoms to understand the underlying problem causing those symptoms, the problem might not be fully addressed. In order for the solution that a project delivers to be successful, it is vital to identify, detail, and document the business problems that the project is intended to solve. This is documented in the form of Problem Statements.
